The Institute was founded in 2013 by Brad Liebmann.  Mr Liebmann moved to the Caribbean in that year and wanted to find a way to help as many disadvantaged people in the area as possible.  He believes the best way to help people is by local governments enacting public policies that best promote economic growth.  Realising the need for a clearinghouse for best public policy that are appropriate for the special requirements of Caribbean-based countries, Mr Liebmann founded the Institute.
